For earthquake, it's 50%. Another 10% each for teleport and antimagic. All the remaining ten spells are 2-4%....
So, yes, it's not 100%, but it's also not "slightly" higher than the others. To assume that the probability of teleport appearing in at least one of the slots is 30% is incorrect. Just for clarification.
