Habitable mines are certainly a useful thing, but as shddr said, the levels are a waste! And 25 specters from each mine is actually quite good! Consider that with 10 mines or even more, it's perfectly normal! Of course, it would be great to develop a secondary hero with habitable mines! Plus, if anything, enemies with only one unit won't be able to capture a mine!
Let's clarify. I just don't understand. Are you talking about a long game or a fast one? If the game progresses quickly, there shouldn't even be any talk of leadership. But in a long game, the advantages of this perk (habitable mines) immediately become apparent, but relying on leadership to appear is risky, because it might not appear at all during the entire game, or it might appear, but too late. Therefore, IMHO, habitable mines are a good ability, but developing towards them is, no offense, AWFUL; there are better development options.
