It affects mines. Their damage becomes less... And what will you do if you encounter a Phoenix or Elementals, while your opponent has a Ring of Mines level 3 equipped and it's useless! Summoning is a great thing in the early game, but not so much in the late game, IMHO. The chances of finding this artifact are very high.
