I would suggest, firstly, renaming the race to Northern Elves. Secondly, adding Air magic to Ice magic. Regarding creatures, I would create Northern Druids who can cast "Freezing Chill" and apply a Chill Seal (reduces the target's defenses against physical and ice attacks). Stormblades, for example, could be considered as a unit. Abilities like Storm Strike (like the Jarls) or Ice Circle could be implemented.
The only downside of this race is the large number of monsters and the small number of elves! Nevertheless, respect!
