Did I understand correctly that the amulet is in Utopia?

I'm having a lot of luck; I developed well, defeated the Dark Elves, scared off the garrison, and avoided a confrontation with the Mages. Then, a Mage descended into the Dungeon and took my Dark Elf city. I deliberately withdrew my troops from the city to avoid a battle, but I still lost.
