Let’s come up with new “war machines.”

I came up with a race here, called ice elves, and for it, there absolutely must be a WEATHER MODIFIER machine. Each time it's used, it makes the battlefield snowier, thereby slowing down the enemy units, and also dealing a small amount of cold damage to ALL enemy troops. And with mastery, it might even be able to freeze some of them for a few turns, although for balance, the probability will be below 5%, but with the ability to use such a machine, this number will increase.
