After completing the first mission, the game offers the option to start over from the beginning.

Sorry for the inconvenience, I figured it out myself. I just started playing on a different computer, and I brought one save file home. The game wanted me to complete all the scenarios, not just the fifth one. After completing scenarios 1 through 4, the second campaign became available!
