Generally, I'm against wings, but since using books without GM restrictions is allowed, I think wings should also be allowed without building a GM structure. Regarding Necropolis, I think the enhancer should be removed, and upgrading vampires shouldn't be prohibited; otherwise, only skeletons will remain for Necropolis. And if a hero is chosen randomly, it's not worth playing as Necropolis at all – that is, I'm against random hero selection. I'll refrain from commenting on prohibited heroes. And the refugee camp – I'm hearing about it being prohibited for the first time.
