I can definitely say that Necromancer leadership is a waste of levels. First, Necromancers also have problems with slots, just like everyone else. Second, even if you level up the Death Herald (where joining troops transform into undead), there's still no guarantee that the neutral creature will be the one you need, i.e., not upgraded, upgraded, or ultra-upgraded. And considering that you're always playing on large maps, this is basically useless for Necromancers, because you can send creatures from secondary cities using caravans, and in the city, you can "undead" them. Compared to this method of increasing the army, diplomacy with the Death Herald is just pathetic.
