Yes, sometimes you want harpies to stay in the position where they were placed during an attack, say, on archers, and instead of moving away, they attack and return.

In Heroes of Might and Magic and The Restoration of Erathia, this possibility is implemented! Even archers can choose whether to shoot or attack in melee! IMHO, this is a very useful innovation.
