I agree with the leader about having only one duel. Everyone plays 4 matches in all tournaments because it has been proven through experience that this is the most objective option. However, making such significant changes to the rules in the middle of a tournament is a clear sign of unprofessionalism in the organization (although, what professionalism can we even talk about here?). Most importantly, it's inhumane to the players who have already played matches in this tournament according to the original rules, because this is the organizer's mistake, and the tournament participants should not suffer in any way.
There was a very strong desire to close this tournament altogether, because even though it's a fan tournament, it should meet the minimum requirements for presentation: it should have clear rules and regulations, all in one initial post, and not scattered in fragments throughout the topic.
But since the tournament has already started, and some duels have been played, I will not close it. But I insist that the organizer of this tournament has done everything possible (edited the rules and regulations) to make this tournament as comfortable as possible for the players. If any future fan tournament does not meet the requirements for proper presentation, I will close it, without warnings or excessive humanity.
