Moderator elections.

well, Starhan has just posted approximately the list of who to appoint and where – which I prepared... only for section 5, as I found out, SteN is also well-versed, not only in technical matters but also in walkthroughs... therefore, I propose to appoint him as the moderator for the entire section 5... it won't be difficult to figure out who to remove from the moderator position =))
now, another question – who should be in charge of the off-topic section?
let's leave the clan section question for now, as each leader already has moderator rights there.
