We need a tournament for Heroes 4.
Question: why don't you use the balance mod Equilibris TE for tournaments?
Its advantages are described on the developers' website. It's easy to install, and you can run either Equilibris or Heroes 3.0.
There will definitely be tournaments on Equilibris as well, especially since it's a good way to learn this mod ;).
