I don't know, not always. For example, at the very beginning, it's better to cast some magic on your troops than an attack spell. I cast attack spells when my army is already buffed or the enemy army is debuffed. I remember a battle when the opponent casts slow on me, and I cast haste. He casts slow on me again, and I cast haste.:D
