It's a shame that it's limited. Oh well...
But in general, I often play as the Swamp and the Barbarians, so I'm very happy to get Tactics. I rarely take Wisdom, as I often don't have time to reach level 4-5. But Amber Soler said it best, I don't think I have anything to add. We need to play more online or in hotseat.

Amber Soler, I sometimes host my own tournament. We have an annual tournament with my friends. I'm second there. I can't seem to beat the champion and take the crown from him. He always gets a little more lucky. But he has more gaming experience.

And believe me, I play decently for 3.5 years of experience. I know people who play for fun. I'm, let's say, 50/50.
Maybe skills like Scouting and Tactics are needed, but still "sometimes", not always.
