No, it sometimes even works. I looked at it for a while and then turned it off. I should delete it, but I'm too lazy right now. It's unclear how and why anyone would play this when there are separate "Heroes" and "Civilization" games. The premise connects these games into one, but the result is something incredibly complex (not even half a liter of alcohol would help, maybe a glass of grass...) and phenomenally buggy.
