The Conflux itself is the weakest castle (in terms of creatures), but it compensates with quantity, even outperforming the Tower (!) – the strongest castle. Here are the growth rates (with the castle) for the Conflux and most other castles:
40 - 28 (level 1)
12 - 18 (level 2)
12 - 14 (level 3)
10 - 8 (level 4)
8 - 6 (level 5)
4 - 4 (level 6)
4 - 2 (level 7)
As you can see, the only growth rate that is negative is for levels 2 and 3, but the Storm Elemental is much stronger than its "peers" (for example, the Archer from the Castle).
By the way, the Ghost Dragon (from the Necropolis) will be even weaker than the Phoenix, but their growth rate is 2/week.
In my opinion, the Conflux is an unfair castle!
