Topic for Clan Leaders and their Deputies.

Here's a question that's been on my mind: I've repeatedly noticed users applying to multiple clans simultaneously – presumably, they're going for whichever one accepts them first. The question is: are these kinds of people actually desirable in clans? I understand that if someone is rejected by one clan, they might apply to another. That's understandable. But applying to several at once – does that mean the person doesn't care which clan they join, as long as they're in one? Or how else should we interpret this?
Here's an example (from recent events). Yesterday, I received an application from a user named "lis." Today, I wanted to respond to it, but when I checked their profile, I saw that this person is already in the "Guardians of the Necronomicon." It's great, I guess... So, I don't really care about this person – I don't know who they are, etc. But it's not the first time I've seen users act like this – they apply to 2-3 clans at the same time (or even all of them) :(
What do you suggest we do about this? Should we even try to address it? Maybe it's just me who's bothered by this situation. I'm spending time and effort on these people, and it seems like they don't care...
In short, I'd like to hear the opinions of clan leaders.

P.S. For example, I suggest that all new applicants be checked more thoroughly. We should ask them if they've applied to only one clan. If not, we shouldn't accept them into the clan. IMO.
