LMS, IMHO, is unnecessary!

I'll repeat: Explain WHY is the Inter-Clan Dispute Management System (ICDMS) needed?????? To resolve inter-clan conflicts?????? What is an inter-clan conflict????? WHY create a clan management body???? It turns out it's not an ICDMS, but some kind of mega-clan!!!! If someone violates the portal rules, then what are the moderators for??? If there are complaints, then create a topic in the inter-clan section called "Complaints" and set rules for using the topic, and that's it.
