2. 2 negative bird icons - users cannot create their own topics, and there is a 1-hour interval between posts;
3. 3 negative bird icons - same as above, but the interval between posts is 2 hours;
4. 4 negative bird icons - same as above, but the interval between posts is 4 hours, and users are prohibited from using the chat;
5. 5 negative bird icons - a 6-month ban.
