There is a ramp tool in the Tiles tab; you point it at the edge of the shore, hold it down, and drag it towards the sea. The same applies to cliffs. I'm not entirely sure yet if you can sail on rivers. It's all written in the manual. Everything is fine with portals. For all such objects (gates, portals, whirlpools), you can specify a group in the settings. That is, for example, portals from group 1 will be linked to each other, and portals from group 2 will be linked to each other, but not to those from group 1.
