In which city is the alt upgrade more balanced?

Regarding the mage mujahideen, their ability to defend against magic is extremely useful, but as warriors, they are definitely inferior. You can use a small squad purely for defense; I think it will work against neutrals, although at first, I thought the upgrade was useless without Fireball!
