Simply introducing restrictions on one-day accounts – 25 posts and 10 reputation points – would be enough to get rid of them. As for the rest, even if a single negative reputation point appears after 20 reputation increases, nothing terrible will happen; there's no need to change the reputation system. Otherwise, you'll end up leaving only one "+" button.;)
