In some Clans, deputies already have moderator rights; why not implement this in all Clans?

You need to clearly and concisely specify one Clan Leader deputy in the letter... and not this deputy Clan Leader, that deputy of the deputy Clan Leader... how would the admin know who's who?
After that, they might actually do something about it.
