There isn't much info on the queen. It's not even clear if she's completely nuts or not...

Because there were no scandals or other significant events involving her, and she hasn't introduced any notable new rules to the daily life of the Tezotians. Since televisions haven't been invented yet, many subjects still perceive her as the eight-year-old daughter of the previous Deus, while others actually run the kingdom in her stead.

How often do those from the capital even contact the queen? She probably doesn't have time for all 18 of her slackers.

Depending on how much you don't want to contact her... If there is no active quest (escorting her somewhere or whatever), then not often, but once a month all Knight and she gather to exchange information and new orders.
