Overall, in my opinion, among the ГГ of RE, the ranking of top guys is roughly: Leon > Ethan > Chris.
If we don't count the ГГ, then Heisenberg, Luis Sera, Wesker > Chris. Basically, after the blunders in the 8th part, anyone is better than Chris.
