The attitude towards water tiles is ambiguous: on one hand, it provides strategic advantages, and on the other hand, it presents a significant obstacle... For example, I am extremely annoyed by small rivers that can be crossed in one turn, and which also require two turns to disembark from a ship and embark on it again... I simply can't stand these kinds of "tricks," where teleportation is also not an option... And if there's a river-river-river-river, and at the end, a whirlpool leading to a dungeon, and there's no other way... it's not very pleasant.
