Many fixes in one mod for Tribes of the East.

FixsToE_3.1 has been updated, and the "small fix-mods" have been as well.

Corrected the name of the spell Stopping Cold (enhanced).
Corrected the bonus text in the tooltip for the partial artifact set Death's Embrace.

I found <necromancers_2necromancer_bansheewhail_atblessper cents>2 in DefaultStats and tried changing the value to 0.5, 5, and 50 so as not to change the description; it doesn't work.
