No, Orcs are definitely very strong even without magic. Just look at the "Rage of the Horde" ability! Especially considering there are a decent number of Goblins in the army. For my Barbarian hero, "Rage of the Horde" dealt 1500 damage and cost 10 mana, even though he only had 120 mana total. It's almost cheating, "Earth Shock" is nothing compared to it.
But it also has a significant drawback, as it's just a simple spell. I personally don't use it because deflecting it means losing a turn; it's better to cast "Rage" on your own warriors instead.
