Well, the garrison is a useful fix, and we strongly approve of that. As for the shackles, I understand you're talking about some named heroes? If these are named heroes, then we also approve, because it's at least logical that a "hero who came to destroy you" actually tries to behave accordingly, and doesn't run around like a regular AI hero. But if it's all heroes in a row, the ones the computer buys in the tavern, then that's questionable (at least for me).
