A question for experienced players: what is this, how does it work, and should I trust it? Dx9 > Vulkan

A simple PC restart fixes these lags in 100% of cases. I don't know what causes it, but I've noticed for a long time that if you don't restart your PC for a while, the animations of effects in Heroes start to lag. Just restart the operating system, and everything will be fixed.
