A question for experienced players: what is this, how does it work, and should I trust it? Dx9 > Vulkan

I can't seem to fix the DLL-related graphical glitches (water glitches, slow animations of circles under units, slow rustling of trees, and even in the main menu, there are sluggish effects). I tried installing a file from the forum and installing DirectX 9 drivers from the official website, but nothing helps on Windows 10.

I had this problem twice, and both times I did the most trivial things, and the water stripes + slowdown of the hero circles disappeared. I also use Windows 10. I was luckier in this regard, but I still don't understand what causes it. Just in case, I'll post a list of my actions, but I'm 99.99999% sure that you've already done all of this.

First, restart your computer (if that doesn't help, then follow the next steps), clean the registry, clean up program junk (using something like CCleaner or something similar, but then delete the program itself, because it's even worse junk than program junk ), update all drivers (especially the graphics driver) (you can do this with Driver Booster, it updates all the main drivers. But after you update everything, immediately delete the program, it's even more junk than CCleaner :D), reinstall the entire DirectX 9 directory (even if something was installed during the game installation), delete/move all old saves (if there are many of them) from the saves folder, run the game through a modified executable with 4GB of virtual memory, restart the computer again.

In general, these are "makeshift actions" but surprisingly, both times it helped me, and everything disappeared.

I'm just asking out of curiosity about the file that switches from DX9 to Vulkan. I mean, if the file is actually working, without any bugs or harm to the computer/game, then why not install it? Vulkan is better than DirectX 9 anyway. But I'm a little afraid to install it, because there is no reliable information about this file, and I don't understand it So I asked, maybe someone knows something about it, can tell me something, etc. that it's a good file, a bad file, or that it's just pointless
