Actually, you shouldn't underestimate the difference between 3.0 and 3.1; they are very different versions. It's clear that 3.1 was heavily refined based on feedback from 3.0.

Are there any examples where I can see the discrepancies? Just for my own understanding. I've read the 3.0 manual quite a bit over the 6 years I've been modding. =)
If you need it, I can send you the 3.1 patch notes in Russian; I don't know any other ways to see the differences :D, but I'm telling you, it's better not to rely too much on the manuals. It's easier to either look at the game files or just check it yourself in the game. For example, in my mod... (wait, no, I won't say anything about my mod :D, enough of that), I noticed that the Light Magic skill "Storm Wind" reduces the speed and initiative of flying enemy creatures by -2 and -20%, respectively. And there's no mention of this in either the 3.1 Russian manual or the 3.0 Russian community manual. And I found a lot of similar examples while working on my mod... uh, I mean, I saw it somewhere :D. And yes, I checked all of this, and Storm Wind really works exactly as I described, and not as it's written in the manuals
