Lock to 60 FPS or VSync?

Since there are so many helpful people here, I'll continue to ask my questions. Sorry in advance, I'm 90% sure this has been discussed on the forum before, but honestly, I couldn't find anything.

I did it through the user_a2.cfg file. The developer of the Universe mod added the ability to enable vertical synchronization from the game settings; it's unknown why the game developers didn't add this option.
