It seems like it's faster with the expedited process. But I don't know by how much. I suspect it's at least a couple of weeks. Because it's this incredibly awesome system that leads to a large number of pending cases.

If it makes you feel better, a similar situation exists in the nominally free healthcare system in the CIS countries, and sometimes it's even worse. I remember an amazing story about a friend who, in Moscow, received treatment for 3-4 teeth under the mandatory health insurance system, including one that was causing severe pain. He waited a month on painkillers, and when he finally came in, he was sent away for some fabricated reason. He had to make a scene and reschedule to have at least the most painful tooth treated, and then wait another month to have the rest treated.
