"In honor of our fathers" - "One Khan, One Clan" [Campaign 3, Mission 2]

You can build a boat in the city even if you don't have the amulet. It will appear in the right place.

It doesn't appear in the right place; instead, when there are many of them in the wrong place, the game generally doesn't allow you to build a boat.

By the way, what is this amulet? I only have the boat summoning spell (green), but it's always inactive.
