This is how I solve the problem with the jerky animations of hero and creature skirts. After installing the game and the patch (if the patch is not included in the installer, as in the GOG version), I immediately install the ENTIRE DirectX 9, even if DirectX 9 was installed during the game installation. It may be missing some libraries for older games that are not available on Windows 10 and later.

Microsoft DirectX® is already included in Windows XP with Service Pack 2, Windows Server 2003 with Service Pack 1, Windows Vista, Windows 7, Windows 8.0, Windows 8.1, Windows 10, and equivalent versions for Windows Server. This DirectX runtime for end users does not change the DirectX version, but installs a number of additional parallel technologies from the legacy DirectX SDK that are used in some older games.
