Could it be that this character enjoyed working on a clearly awesome blade and turning it into an outstanding weapon, but he found working on something random uninteresting? No, that's not possible - the GM just decided to favor one player and put obstacles in the way of another.
And if you listen to the player with the diploma based on experience, it turns out that roleplaying and the characters' actions don't matter at all - if the GM likes the player's nickname, everything will be great for them, but if not, then it won't.
