I can assume that such an item simply didn't exist in the game mechanics. And if Revan had given it, the game would have introduced mechanics for wet characters, equipment loss due to water, and other things that would be inconvenient for other players.
And this isn't about "swimming," but about "being underwater for a long time." And yes, "it didn't exist" for me. I think for another player, it might have... And not because "the GM is a nasty guy," but because I allowed myself to "consider different options" instead of "going with the flow." It seems that's not appreciated here.

Yaschur's champion was leveling up in a water-based religion and really knew a lot, but... all the battles in the main game were strictly land-based. Nowhere was it said that such an item was needed.
