Any artificial restrictions, by their very nature, can only be imposed upon oneself or forced by one who holds superior power. Therefore, if you wish to achieve a conditional peace throughout the world, you must first conquer that very world and keep it in an iron grip thereafter. And milk and sugar, if you will allow me such impertinence.
