2) Prohibited is restarting or any other modification of the initial save file.

This prohibition will become meaningless in future tournaments if other users do not have this map. Consequently, it should not be a standard map. There is no need to offer the map for download anymore. It is sufficient to download the save file and start playing. The save file works without the map.
