Yes, all limitations are only in resources – you can build whatever you can, and that will be yours... The conditions clearly state WHAT is available at the start. And nothing else will appear in two weeks...

Then everything is very simple!
Starting hero Damacon (+350 gold)
1. Buy Shakti with the maximum army.
2. Buy any other hero with a large stack of Trog.
At the end of each week, dismiss Shakti to buy a new one + another hero with Trog.
3. Three-week Trog population + bonus to growth from the "mushroom farmers".
P.S. Total: 9 maximum stacks from three purchases of Shakti + 4 stacks from the starting hero and from 3 purchased heroes (one per week) + growth in the castle.
Answer: 618 Trog.
