Ideally, I'd hit someone with full or near-full health, hoping for a critical hit. But we need to decide who will finish off the third enemy. I think it will be either Kami or Duga, dealing 1, 10, 3 damage. But Scar is tricky, so it might be better to play it safe with Kami first. If that's okay, then Duga will attack with 2, 10, 1. Regarding "moving Scar" - he has Berserk, Parry, and Talisman of Light. It's possible that we won't need to move him yet, but if the situation doesn't worsen, we can heal him after Shila's attack. The rest remains the same.
