As an economist with honors, I'm certain that every organization has a couple of little things in its reports to trim expenses and wisely allocate income for present and future "development." Isn't it better this way, strictly for a voluntary fee, than having malicious government agencies or angry customers get their hands on something themselves? What do you say?
