Hmm... We can't discuss the strongest artifact... Because if something is being compared, it's usually in a general sense. I don't see the point in saying that the Cloak of Evil is stronger than the Legion Statuette, because they have different bonuses, and comparing them is... well... somehow... incorrect. It makes more sense to compare, for example, the Alliance of Angels, the Might of the Dragon Father, and the Cloak of Evil (among themselves). But to say that one artifact or another is stronger than all the others, I think is foolish... because many bonuses are different, and they cannot be compared.
