There are probably scenarios where the economy is very tight, and you need to build a prefecture, a municipality, etc. But in a random game, it's always about the army, under any circumstances. Play a game with one of your opponents, and each side will stick to its own tactics. It would be even better if you create a "mirror match," i.e., both players are Barbarians, and then each of you writes about the game from your own perspective.
