Looks like it's the reanimation mod. Search for it on Yandex; you should find a link to our forum, where it was posted in the mod search thread.

I found the mod, downloaded it, and it works, thanks! It's a shame it's not compatible with Eternal Essence. Are there any other mods that speed up AI turns and are compatible with the reanimation mod? Because on large maps, the computers take a very long time to take their turns.
