Regardless, it is the second, larger army that corresponds to the intended difficulty for the Hero level. And the first one is very similar to the Warrior.
There isn't much randomness there. Vittorio receives 20 Seraphs on the Hero difficulty and 10 on the Warrior difficulty + a couple in the army, not counting the script + two cities that only start producing troops after Railag completes the first third of the map. Vittorio's army can't be significantly reduced on his starting location. And there haven't been any such cases observed throughout the map.
The difference between the Warrior and Hero difficulties may not be noticeable at first, as it doesn't affect the number of enemies in the Dungeon. But it does affect the number of reinforcements for Railag, the aggression radius of the Faceless, and the stats of the AI heroes.
