Is this Solasta?

No, this is Sword Coast Legends, but it has already been removed from Steam. And I wouldn't recommend it if you're looking for a great RPG. It's a rather simple game, mainly focused on combat in the style of Tyranny, as is the progression system. Maybe I'll write a review later when I finish it.
As for Solasta, I haven't played it yet.
