1) About a third of the artifacts were not found in the Artifacts from RefTables (their parameters need to be reworked), there are no Armor of the Forgotten Hero, Staff of Sar-Issa, Tunic of Flesh, etc.

Install patch 3.1, then nothing will be required.
It runs without problems on Windows 10. You just need to install DirectX 9, as it contains the necessary libraries for older games. Everything else is installed automatically through Windows updates.
